Purpose

Provides leadership for Liberty’s engagement with government, regulators, and industry stakeholders across the Central region, including Missouri, Arkansas, Kansas, Oklahoma, Illinois, and Iowa, with a particular focus on Missouri. Shapes Liberty’s external policy environment by advancing utility-friendly legislation and regulation and ensuring alignment between policy advocacy and regulatory execution. The incumbent builds trusted relationships with policymakers and regulators, represents Liberty in industry forums, manages external consultants in key states, and leads a team of Strategic Growth and Community Affairs professionals.

Accountabilities

  • Develops and executes government and regulatory affairs strategies at the state and municipal levels to support Liberty’s business objectives, mitigate business risk, and advance strategic legislative and regulatory initiatives.
  • Monitors state legislative and regulatory activity, evaluates potential business impacts, and works with internal stakeholders to develop appropriate advocacy strategies.
  • Oversees the work of state-level contract lobbyists and external consultants to ensure alignment with company priorities.
  • Partners with corporate functions, business units, and key internal stakeholders, including Finance, Operations, Legal, and Regulatory Services, to develop integrated policy strategies aligned with the company’s long-term objectives and informed by regulatory case strategy, operational considerations, and compliance requirements.
  • Ensures government and regulatory considerations are incorporated into strategic planning, business initiatives, and major projects.
  • Advises senior leadership on emerging legislative, regulatory, and political developments and their potential implications for the business.
  • Establishes and maintains effective relationships with elected officials, policymakers, regulators, industry associations, and other external stakeholders.
  • Represents Liberty in legislative, political, regulatory, and industry forums, communicates the company’s positions on key policy issues, and coordinates participation in coalitions, trade associations, and industry organizations to advance policy and business objectives in a manner consistent with corporate values, customer priorities, and regulatory discipline.
  • Leads, coaches, and develops Strategic Growth and Community Affairs team members across the Central region, providing direction to those responsible for strategic municipal relationships, large strategic customers, and community engagement efforts.
  • Oversees the Central region company political action committee (PAC) activities in Arkansas, Oklahoma, Kansas, and Missouri, including board recommendations, member engagement, and PAC growth and administration.


Education and Experience

  • Bachelor’s degree or equivalent experience required.
  • 10+ years of experience in government affairs, regulatory affairs, external affairs, public policy, or a related field.
  • 5+ years leadership/management experience
  • Demonstrated expertise in state legislative and regulatory processes, preferably within the utility, energy, or regulated infrastructure sectors.
  • Demonstrated success influencing legislative, regulatory, and political outcomes at the state and local levels.
  • Proven ability to build coalitions and work effectively through trade associations and industry organizations.
  • Strong understanding of regulatory frameworks and their impact on utility operations and strategy.
  • Strong political acumen, communication skills, and stakeholder engagement abilities.
  • Strong leadership, coaching, and team development skills
